One of the Top Five or so items from the Hahn Handstamp collection and a very important item of Amercian postal history. An amazing item that the Hahn notes call First Day Cover of Circular Rates in America.
JUL 1" on the obverse with a "2" rate and "PRINTED CIRCULAR in either small handstamp or printing in black-brown. This is on a New York Agriculatural Society printed form dated Albany, June 1845.
It's like they were waiting for the new rate as of July 1st. Some amount of edge wear at corners and fold from refolding. A key item to any NYS collection or study of circular rates.
